Republic Act No. 11285, also known as the "Energy Efficiency and Conservation Act," was signed into law in the Philippines on April 12, 2019. Key features of the Act include:
Energy Efficiency Standards: It sets energy performance standards, including labeling requirements for appliances and equipment to ensure consumers can make informed decisions based on energy efficiency.
Designation of Energy Managers: The Act mandates that large energy-consuming establishments (commercial, industrial, and public) appoint Certified Energy Conservation Officers (CECOs) or Certified Energy Managers (CEMs) to monitor and improve energy usage.
Energy Efficiency Programs: The Act promotes the development of energy conservation programs and practices for the private and public sectors, encouraging the adoption of energy-efficient technologies.
Incentives and Penalties: It provides tax incentives for entities implementing energy-efficient technologies, as well as penalties for non-compliance.
Energy Audits and Monitoring: Establishments are required to undergo regular energy audits to identify areas for energy efficiency improvement. The Department of Energy (DOE) oversees compliance, collects data, and monitors energy use.
Public Awareness and Education: The law also promotes education and awareness campaigns to foster a culture of energy efficiency across the country.
